The Terms of Reference are to examine the 2021 State Election and the preceding years leading up to the State Election by all elements of the Party, including:
- The Election Campaign
- Preceding Years of Opposition
- Policy Development and Costings
- Finance and Fundraising
- Organisational Structure and IT Infrastructure
- Pre-Selections, Membership and Training

Danielle Blain AM (Chair)
Danielle Blain is a former President of the Liberal Party of Australia (WA Division) and has also served as a Federal Vice President. Danielle has been a lead fundraiser for the Liberal Party over a number of years and more recently founded the Emergent Women program to proactively engage with women and provide mentoring and training opportunities.
The Honourable Michael Keenan
Michael Keenan is a former Deputy State Director of the Liberal Party of Australia (WA Division) and former Member for Stirling. During Michael’s 15-year parliamentary career he spent six years in Shadow Cabinet and six years as a Federal Minister. Michael retired from politics before the 2019 Federal Election having spent the previous two terms of government as a Minister, returning to the private sector. Michael has significant marginal seat campaign experience and an inaugural board member of the Sir David Brand Foundation.
Mark Trowell QC
Mark Trowell is a former Vice President of the Liberal Party of Australia (WA Division), WA Young Liberal President and eminent lawyer. As a leading criminal lawyer in Australia, Mark was appointed Queen’s Counsel over two decades ago. Mark’s experience includes an appointment by the Australian Government in 2006 to undertake a review of the coercive legislative powers of the Australian Crime Commission (now the Australian Criminal Intelligence Commission).
